　　今年4月以来，全国多地发布消息，宣布启用由农业农村部牵头研发的“土地流转台账信息平台”或展开相关培训工作。

　　比如，据广州日报-新花城4月23日消息，近日，为强化提升农村土地流转规范化、信息化管理服务水平，广州市花都区农业农村局抢抓广州市农业农村局部署启用农业农村部研发的“土地流转台账信息平台”有利时机，制发《关于建立健全土地流转合同信息备案机制的工作方案》，迅速启动土地流转合同信息化管理工作，全市率先启用“土地流转台账信息平台”。

　　消息称，目前，花都区正有条不紊地组织有关人员学习培训农村土地流转有关政策法规及土地流转台账信息系统填报流程，统筹协调指导辖内各村社有序填报，确保按时保质保量完成填报任务。下阶段，花都区农业农村局将不断完善和健全土地流转台账，规范管理流转合同，在整个土地流转过程中做到“事前引导、事中审核、事后备案监管”，进一步提升全区农村土地经营权流转的规范化管理水平，为建设临空农业融合发展示范区增添新动能。

　　此外，北京市大兴区、重庆市綦江区、安徽六安市叶集区等地也分别召开会议，传达了建立健全土地流转合同信息备案机制的相关工作要求，并对填报“土地流转台账信息平台”作了讲解或培训。

　　公开资料显示，“土地流转台账信息平台”是农业农村部研发的土地流转台账信息化管理服务平台，囊括合同上报统计、合同上报查询、合同附件补传、舆情管理、预警信息、风险监控台账管理、问题台账管理、用户管理等业务板块。

　　用户可通过系统开展土地流转合同信息填报录入和风险预警工作，规范土地流转程序和合同文本，有效解决土地经营权流转情况底数不清、流转不规范、流转用途“非粮化”“非农化”等问题，及时发现不符合法律法规的流转行为，全面提升土地流转监管能力，巩固完善农村基本经营制度，推动农村土地流转市场健康发展，有效维护农村社会和谐稳定，为高质量发展农业适度规模经营提供重要数据支撑。

　　澎湃新闻(www.thepaper.cn)注意到，各地转发的农业农村部政策与改革司《关于建立健全土地流转合同信息备案机制的通知》明确规定了土地流转台账信息填报主体、填报范围、填报内容以及填报时间等。

　　该通知明确，“土地流转台账信息平台”开设村组织、乡镇及省市县农业农村部门账号，由村组织负责流转合同电子备案，乡镇人民政府农村土地承包管理部门审核后自动纳入台账管理，省市县农业农村部门享有分级管理权限。可以根据工作需要由乡镇统一组织合同电子备案，鼓励有条件的地方探索经营主体自主填报、村组织和乡镇逐级审核后纳入台账管理的工作流程。

　　依据《农村土地承包法》和《农村土地经营权流转管理办法》，农村土地包括：除林地、草地以外的，农民集体所有和国家所有依法由农民集体使用的耕地和其他用于农业的土地。土地流转行为包括：以家庭承包方式承包农村土地的承包方将全部或部分承包土地经营权流转给他人；以其他方式承包农村土地的经营主体将全部或部分土地经营权流转给他人；农村集体经济组织将机动地、新增地源等土地的经营权流转给他人；土地经营权再流转行为。

　　土地流转台账信息平台填报时间为：2024年将“土地流转台账信息平台”推广应用到全国所有涉农县市，3月底前启动填报工作，10月底前基本完成现有流转合同的填报工作，新增流转合同随时填报。从2025年开始，每年6-9月组织开展一次集中补充填报。有条件的地区可将农村产权流转交易市场相关信息平台数据与土地流转台账信息平台进行对接。

　　此前，今年1月10日，农业农村部发布了《关于落实中共中央国务院关于学习运用“千村示范、万村整治”工程经验有力有效推进乡村全面振兴工作部署的实施意见》。其中提到，“推进土地流转台账信息平台建设，探索建立土地流转风险排查处置工作机制。”
